Some examples of projects the Tourism Victoria investment team has been involved in:
Yarra Valley and Dandenong Ranges
- Balgownie Wine Resort, Yarra Glen
- 60 rooms, 4.5 star resort and winery, with day spa and conference centre. Stage 2 recently opened.
- Birrarung Winery Estate Resort (Seidler Enterprises Pty Ltd)
- 30 room winery resort and day spa, including cellar door. Approvals in place.
- Former Sanitarium Site, Warburton (Crockett Group & Connell Wagner)
- Tourist facility includes resort, spa, conference centre and 104 new apartments and car parking. Adaptive re-use of the former Sanitarium Health Foods Factory, heritage buildings will be incorporated for the conference facilities. Currently under construction.
- Kinglake Resort
- 4/5 star visitor accommodation, including 56 units, restaurant, day spa and farmers market. Project approved.
- Lilydale to Healesville Rail Corridor Tourism Opportunity
- Feasibility Study to review tourism opportunities for the Corridor has been completed (seeking public comment).
- Yarra Valley Cycle Trail (Shire of Yarra Ranges)
- Proposed pedestrian and cycle trail to link tourism product. Report completed, seeking public comment.
Mornington Peninsula
- Point Nepean Site, Portsea (State Government)
- A 90 ha portion of Point Nepean, formerly government quarantine buildings totalling around 70 buildings plus heritage land. The site will be leased for educational, recreational, community or tourism purposes, with strict control of public access, no private residential use and conservation of the environment and heritage aspects of the site. Assessment being led by Parks Victoria/DSE with TV input.
- Dromana Estate Winery Resort
- Development of a hotel, convention facility and restaurant at existing winery. Application submitted to Council. This project has now been referred to VCAT.
- Main Ridge
- Assistance on planning approvals for proposed 5-star hotel and spa development with 210 room and conference facilities. Currently being re-scoped for consideration by Department of Susutainability & Environment.
Daylesford and the Macedon Ranges
- Clearwater Lake Daylesford
- 120 holiday apartments, conference facilities, day spa and lake. Project has planning approval.Construction yet to begin.
- Four Seasons Hotel site, (Hepburn Resort Development) Terrain Consultants
- Demolition of existing buildings and construction of a new boutique hotel. Proposal includes: 40 rooms with balconies, 110 sqm restaurant, 150 sqm outdoor courtyard café, conference facility for up to 150 people, retail shop in lobby, bar lounge plus underground parking. Approvals in place.
- Hepburn Springs Spa Resort Upgrade (Hepburn Shire Council & DSE)
- $10 million redevelopment to include new public pools, spas, relaxation, salt pools refurbished entry, café and lounge areas. Extra treatment rooms and change and steam rooms.Expansion of floor area from 1000 to 2000sqm. Construction commenced October 2006.
- Sault Spa Resort Development, Sailors Falls
- Spa and accommodation development at Sault restaurant site. Planning permit obtained early 2007.
- Peppers Hepburn Spring Resort expansion
- Application has been lodged with Council for a $5m expansion of the resort to include an additional 29 rooms, additional day spa and conference facilities.
Phillip Island
- Cowes – Stony Point Car Ferry (Bass Coast Shire & Mornington Peninsula Shire)
- Feasibility study on car ferry completed. Includes assessment of ferry viability, market demand, infrastructure requirements and notional cost to facilitate an outcome. Two Councils pursuing project.
- Isle of Wight Hotel, Cowes
- Redevelopment and use of land as a residential hotel including underground nightclub, construction of 5 star residential hotel on the first level. Proposal includes 255 hotel suites, 500 sqm convention centre/function room, pre-function room, meeting room, bistro, restaurant, cocktail lounge and swimming pool. Two levels of underground car parking to accommodate 450 cars. Planning permit obtained, investors being sought.
- Phillip Island Grand Prix Circuit
- Golf course and 506 units and 170 room hotel. Greg Norman designed golf course (stage 2). Planning application was refused by Council. Proponent has lodged appeal with VCAT.
- The Cliffs
- Adventure resort with 86 rooms and hotel with 100 rooms including golf and spa facilities. Planning permit for golf, clubhouse and accommodation given. Planning application being further negotiated with Council.
Gippsland
- Bastion Point Blue Water Access
- Strategic project for East Gippsland. Breakwater development and associated land-side improvements. Environmental Effects Statement being finalised by DSE.
- Port of Sale Redevelopment
- Proposed regionally significant marine, tourist and leisure precinct including accommodation and marina. Council to progress EOI for commercial components on release of land by DSE.
- Gippsland Lakes Infrastructure
- Work with DSE on land capability assessments for up to four nominated Crown land sites on the Lakes to be put out on an expression of interest basis.
- Metung Marina Masterplan
- In conjunction with East Gippsland Shire Council, examination of redevelopment potential of the Metung Marina.
- Loch Sport Masterplan
- Work with Council in development of a feasibility study to assess commercial development opportunities.
Great Ocean Road
- Geelong Mineral Spring Bathhouse Feasibility Proposal, Eastern Beach
- Feasibility Study completed in July 2006.Detailed concept design underway.
- Lake Condah Development, Heywood
- Feasibility study underway for development of sustainable visitor infrastructure and facilities for Aboriginal tourism development.
- Osborne House Precinct Development, North Geelong
- Masterplan and feasibility for a 200-250 berth marina and 100 room hotel development to be considered by Council in mid 2007. Potential EOI for investment early 2008.
- Surfworld & Visitor Information Centre Redevelopment feasibility, Torquay
- Feasibility underway looking into the potential redevelopment/expansion of this underperforming attraction.
- Ex-HMAS Canberra
- Contractual negotiations underway to prepare and scuttle the vessel as a dive site off Barwon Heads.
- Lorne Slaughterhouse and Point Grey sites
- Working with DSE and GORCC to examine development options for the Point Grey and Slaughterhouse sites.
Goldfields
- Creswick Golf Club Resort
- Redevelopment of the Creswick Golf Club to include Hotel, 80 suite guesthouse, 100 retirement units, 168 dwellings sites with interconnecting lakes and lagoons, natural trails, communal facilities including tennis court and car park. 18 hole International golf course. Construction underway.
- Geothermal & Natural Mineral Water Tourism Opportunities Guidelines
- Booklet being completed which will introduce the potential geothermal and mineral water investment opportunities to the tourism investor market.
Murray
- Mildura Marina - LG & Transtate (Qld)
- Residential harbour development, hotel and convention centre proposal. The Marina project will include 120 berth marina (approximately), 4 commercial berths (paddle boats, 150 room hotel, conference centre, 18 hotel condominiums, 24 harbour front townhouse, 24 river view apartments, 46 harbour view townhouses, 1,500 square metres of retail space. Restoration of original lift bridge, boat maintenance facilities including sewerage management.
- Murray Outback Plaza - Rural City of Mildura
- Major redevelopment of the existing railway station precinct. New city precinct linking the Murray River. Proposal makes available development opportunities for accommodation, Food & Beverage, visitor centre and interpretation. Draft masterplan prepared
- Port of Echuca - Shire of Campaspe
- Condition assessment of heritage wharf, tourism investment and interpretation needs. Strategy adopted by Council who are preparing an EOI for private development sites.
- Robinvale Riverfront Masterplan - Swan Hill Rural City Council
- Masterplan of town and riverfront precinct to create tourism destination.

Yarrawonga Mulwala Golf Estate
- Proposal includes an 18 hole golf course, golf clubhouse with changing rooms and pro shop, 500 seat convention/exhibition, 100 room four star hotel and serviced apartment complex, gaming facilities, 200 seat restaurant with waterfront catering, retail mix area, gymnasium, tennis courts, townhouses, six environmental lakes, estimated 200 wet berth marina and boat mooring facility, promenade boardwalks, walking and bike paths.
- Mildura Airport Masterplan project
- Under the regional aviation fund master planning is being carried out for infrastructure upgrades.
Victoria’s High Country
- Falls Creek Village Plaza
- The Village Plaza site, situated within the NE corner of the Falls Creek Resort, is the main portal for day visitors and skier access to the ski fields. Development is a mix of commercial, recreational, community, accommodation, entertainment, public open space and ski field facilities.
- Snobbs Creek Winery Resort (Alex Gillon)
- Accommodation consists of 20 rooms. Planning permit obtained late 2005. Concept plans are being prepared.
- Falls Creek Masterplan.
- Masterplan for Falls Creek to identify future investment opportunities. Consultants appointed.
